President – Licia Brandt

My husband Neal and I moved to River Oaks in 2019, with my mother,
Genelle, 89 yrs. young! We had been coming monthly to Richmond Hill
to visit our daughter and family for 7 years prior to deciding this is where
we wanted to live in our retirement. We lived in Monroe, NC for 26years,
also Mass & MD for a few years establishing our careers. We have been
married for 43years.
 
Tilley is our rambunctious, cute as a button Cavapoo that many of you 
know from walking thru the neighborhood! Our free time is spent with
grandchildren here and Ainsworth, Nebraska and traveling the world!

I have had two careers over the course of my life. First and foremost,
Registered Nurse, with my focus on Emergency Department Nursing
for 30 years. Then simultaneously, working as an Independent Sales
Rep. with BSN Medical / Essity North America for some 20 years; revenue
of 15Billion. I handled every aspect for these orthopaedic products from 
negotiating contracts in the early days to sales & educational training of
end users in Hospitals, Orthopaedic offices and Urgent Care Centers in
NC/SC. 
 
I love working with people and plan on giving 100% to the HOA
in maintaining and improving our beautiful community! Positivity and open
communication for all residents living in River Oaks is what I will strive to
provide as an At-Large member of the Board.
Secretary - Jennifer Prazak
 
I have been a part time resident of River Oaks since 2021and this year have made this my permanent home along with my husband Jim, mother-in-law Grace and dog Haley. Since joining the community, I have been actively involved as Secretary of the HOA Board, as a team member in the Garden & Landscaping Club, and as one of the leads for the 2024 painting project.
 
Although born and raised in Indiana, I have lived across the country in Texas, New Jersey, Pennsylvania and most recently upstate New York. I enjoyed a 38-year career in health care as a pharmacist before retiring in 2018. The first half of my career was in hospital pharmacy where I held the position of Pharmacy Director in hospitals in Texas and New Jersey. The latter half of my work was with a large national hospital alliance where my roles included hospital executive relationship management, project oversight for large cost reduction initiatives, and managing clinical leadership networks for our alliance members. My career allowed me to collaborate in multidisciplinary teams in the areas of compliance, performance improvement, business strategies, marketing and professional education and leadership strategies. I highly enjoy collaborative work and driving forward for improvement.
 
Retirement has allowed me to further indulge in a variety of activities and interests, including quilting, fly fishing, travel, and most recently pickle ball.
Ray Maddox
 
My wife Kay and I are long-time residents of Richmond Hill although we have lived in other parts of the country including Kentucky, South Carolina, and Idaho. I grew up in Savannah but moved away to attend UGA and then to Kentucky for a graduate degree. We moved to Richmond Hill in 1993 and built a home in the Redbird Creek neighborhood. We moved to our condominium (1703) here in River Oaks 3 ½ years ago with our dog Winston. You may have met Kay and Winston on their frequent walks in the neighborhood. 
I am a pharmacist and have practiced in hospital pharmacy administration at Emory University Hospital and St. Joseph’s/Candler Health System from which I retired in 2014. Additionally, I have held academic leadership positions at the Medical University of South Carolina, Emory University, Idaho State University, and the University of Georgia. I led medical missions for 21 years to Guatemala through the organization Faith in Practice. I am active in our church where I teach Sunday School and am an Elder. I am also a Gideon – the organization that distributes Bibles in this country and internationally.
During my professional career I held leadership positions at the local, regional, and national levels. Collaborating with and mentoring younger pharmacists, as well as with others, as they developed in their careers has been especially rewarding to me.
My wife Rhonda and I moved to River Oaks a year ago along with our little fur baby Sophie. I’m sure you may have seen my wife walking our little social butterfly Sophie, who wants to meet and be acknowledged by everyone.
We moved here after 4 years in Palm Coast Florida having previously lived in St, Louis, MO; Raleigh, NC and North Myrtle Beach, SC for 32 years. I was originally born, raised and educated in England before moving to the USA and proudly becoming a US citizen. Rhonda is originally from St Louis.
Until retiring in 2013, I worked in the Healthcare Field for over 40 years in numerous capacities. Starting my career, I spent several years in a Pathology Lab as part of the National Health Service. I then moved into the Commercial Medical Technology space where I worked in Sales, Marketing, Business Development, R&D and Operations. I held positions as VP Sales and Marketing, Executive Vice President Commercial Development, Chief Operating Officer and President CEO. In those roles I not only participated in numerous Board and Investor Meetings but was responsible for raising Venture Capital and giving Technology presentations at Medical Conferences, the FDA and CMS.
I enjoy the challenges presented by working with different individuals and groups of people at all levels and hope to use my skill set and experience to benefit all the residents of River Oaks. Moving here was for us one of the best decisions we’ve ever made in retirement. As Trustee member of the Board my goal will be to further improve this beautiful community in the spirit of open, logical and positive communication to the benefit of all.
In March 2024, my wife, Debbie and I bought in River Oaks and moved here full-time in May 2025 after we sold our home in Evans, Georgia where we resided for 29 years. Debbie is a retired Special Education teacher, a career lasting 35 years in various school systems at all levels. We moved to Richmond Hill to be closer to our eldest daughter, son-in-law and two grandchildren, who also live in Richmond Hill, as well as our son, the youngest of three, who resides in downtown Savannah. Our youngest daughter, the second of the three, resides in Roswell, Georgia with her husband and two daughters.
I graduated from Northeastern University (Boston, Massachusetts) with a BA degree, majoring in Accounting/Finance. I worked in the manufacturing sector most of my life, starting my career at Kendall Co. (Colgate Palmolive), in downtown Boston, as a cost accountant. My career moved forward working in subsidiaries of Albany International (15 yrs) before moving to a privately held company, Andrew Industries Ltd, (AIL), headquartered in England for 23 years. I held the positions of CFO and Operations Manager during my tenure. I headed the M&A department and set up various manufacturing facilities within the US and was assigned full operational and P&L responsibilities. Additional responsibilities included Sales/Marketing, Technical/Quality Control, Financial, Human Resources, Data Processing amongst others. I worked and lived across the US including ME, MA, RI, CT, AZ, MO, VA and SC. I also assisted in international facilities located in Canada, England and China. I retired in 2019 as President of Bondex Inc. (AIL), located in Trenton SC.  Looking back, I feel blessed to have had such a fulfilling and rewarding career.
I continue to enjoy meeting so many residents, neighbors, and friends in River Oaks. I realize we are all from different walks of life and I understand that listening, learning and leading are effective qualities to help others. As a member of the River Oaks Board, I will strive to maintain the beauty of this community and to perform in a fair and consistent manner that beholds the best interest of all owners and residents.
